Dear Proposer:
The City of Berkeley is soliciting written proposals to manage the City’s University Avenue Center properties located at 1001 University Avenue, 1007 University Avenue, 1011 University Avenue, and 1925 9th Street parking lot, Berkeley CA, 94710. As a Request for Proposal (RFP) this is not an invitation to bid and although price is very important, other factors will be taken into consideration.
The project scope, content of proposal, and vendor selection process are summarized in the RFP (attached). Proposals must be received no later than 2:00 pm, on December 13, 2022. Proposals are to be sent via email with the “Management of the University Avenue Center Commercial/Retail Properties” and the Specification Number 23-11557-C clearly indicated in the subject line of the email. Please submit one (1) PDF of the technical proposal. Corresponding pricing proposal shall be submitted as a separate document.

Proposals will not be accepted after the date and time stated above. Incomplete proposal or proposals that do not conform to the requirements specified herein will not be considered. Issuance of the RFP does not obligate the City to award a contract, nor is the City liable for any costs incurred by the proposer in the preparation and submittal of proposals for the subject work. The City retains the right to award all or parts of this contract to several bidders, to not select any bidders, and/or to re-solicit proposals. The act of submitting a proposal is a declaration that the proposer has read the RFP and understands all the requirements and conditions.


The City will conduct a Mandatory Pre-Bid Site Visit at 10 am on Friday, November 22, 2022. The location for the site is University Avenue Center, 1001 University Avenue, Berkeley, CA 94710. This site is not currently open to the public during normal business hours, but will be made accessible for the site visit. Visitors will be limited to 1 to 3 representatives per company. This site visit is mandatory for all potential bidders. Responses received from vendors who do not attend the Mandatory walk through will not be accepted. Please email Andrew Brozyna, Deputy Director – Public Works Department, via email at abrozyna@cityofberkeley.info no later than 2:00 pm, on Friday, November 18, 2022 to confirm the number of attendees from your company. All staff and visitors will be required to follow all COVID-19 safety protocols required at that time, including but not limited to, wearing a face covering.
