Thousand Oaks School Park is owned by the Berkeley Unified School District (BUSD) and maintained by the City of Berkeley. Thousand Oaks School offers public access to the tot lot on its property, by a joint-use agreement between the City of Berkeley and the Berkeley Unified School District (BUSD).
The play area was originally developed by the Berkeley Unified School District (BUSD) in 1950. Funds from Measure Y, the bond passed in 1974 to expand recreational opportunities, were used to renovate and expand the playground. In the late 1990s, volunteers from the Thousand Oaks Parks Society (TOPS) helped redesign the tot play area, and participated in its construction.
