Berkeley, California (Friday, October 9, 2020) - On October 8th at 8:17 am, a City of Berkeley staff member saw a man tying a noose with some rope in the marina (near the South Cove). When the staff member confronted the man about the noose, the man fastened the noose to a low-hanging tree branch (about 7’ high) and fled the area. Before the man could leave the area, the staff member was able to photograph the suspect and later provide that photograph to the officers who responded.
Shortly thereafter, officers found the suspect walking on University Avenue and detained him. The suspect (a 32-year-old man, no address) was arrested on suspicion of PC 11411(a)—hanging a noose in a public park and HS 11364(a)—possession of drug paraphernalia.
