The City of Berkeley is advertising the Sanitary Sewer Rehabilitation and Replacement Project – San Pablo Avenue, Sacramento Street, University Avenue, et al., Specification No. 26-11759-C. Bids will be received at the General Services Division of the Finance Department of the City of Berkeley, 2180 Milvia Street, 3rd Floor, Berkeley, CA 94704 until 2:00 PM on Tuesday, January 6, 2026.
The Engineer’s estimate for the work is $6,765,000.
The work to be done consists of, but is not limited to:
- Point (spot) repairs of sanitary sewer line at various locations.
- CIPP lining (Method “A”) of approximately 1,760 linear feet of sanitary sewer pipe ranging in size from 15-inch to 21-inch diameter.
- Pipe-bursting (Method “B”) of approximately 4,314 linear feet of sanitary sewer pipe ranging in size from 4-inch to 24-inch diameter.
- Traditional Open-trench (Method “C”) replacement of approximately 1,848 linear feet of sanitary sewer pipe ranging in size from 8-inch to 24-inch diameter.
- Reconstruction of all lower laterals, including lateral connections to the main and two-way cleanouts, approximately 4,400 linear feet
- Remove existing maintenance holes and construction of new maintenance holes, including excavation, lining, and related work. Rehabilitation of existing maintenance holes including excavation, lining, and related work.
- Pressure testing sewer mains for leaks, including all lower laterals, locating leaks and perform point (spot) repairs.
- Abandonment of sanitary sewer mains and structures, as indicated in plans.
- Preparing and implementing bypass plans to facilitate the work and to maintain uninterrupted sewer service during construction.
- Cold planning existing asphalt and hot mix asphalt paving.
- Traffic Control Plans (TCP) must be prepared to avoid and minimize construction impacts on pedestrian, bicycle, and bus facilities in Berkeley consistent with the City’s policies. TCPs must follow the guidance and intent provided in APPENDIX 10.
- Portions of the work sites are located on private properties with limited access.
- Caltrans Encroachment Permit conditions shall apply.
The bid schedule in the Bidder’s Proposal lists the bid items, which are detailed in the Technical Provisions and in the Plans.
California Contractor License Classification required:
A General Engineering, or
C-34 Pipeline, or
C-42 Sanitation System

Bidders are strongly advised to visit the project site prior to bidding. Bid documents are available on the City of Berkeley website.
