Health, Housing, and Community Services
The Health, Housing, and Community Services (HHCS) Department holds the responsibilities of an independent local health jurisdiction and is responsible for addressing public health prevention and emergencies as well as the physical health, mental health, and basic needs of those most vulnerable.
The department is also responsible for producing, preserving, and supporting affordable housing for Berkeley residents. In addition to the Office of the Director, the department’s five divisions include Public Health, Mental Health, Housing and Community Services, Environmental Health, and Aging Services.
The mission of the Health, Housing, and Community Services department is to enhance community life and support housing, health, and wellness for all. Our vision is for all residents of Berkeley to be affordably housed, enjoy their best possible health, and receive the support they need to lead satisfying and productive lives.

Office of the Director
The Office of the Director provides overall leadership, strategic direction, policy development, management, and fiscal oversight of HHCS and works with community stakeholders to prioritize projects that most directly impact the health and well-being of Berkeley residents.

Aging Services
The Aging Services Division is dedicated to promoting a dignified, healthful quality of life for older adults by offering connections to services and resources to learn, grow, and discover new ways to be actively engaged in living. Our programs touch the lives of older adults by serving as a resource for recreation, socialization, nutrition, and other supportive services for adults 55 and older.

Housing & Community Services
The Housing and Community Services Division produces and preserves affordable housing and strengthens community services to support low-income, homeless, senior, and disabled Berkeley community members. The Division administers supportive housing, affordable housing policies and programs, and provides funding to community agencies that provide homeless, health, employment and other critical services.

Environmental Health
The Environmental Health Division (EHD) administers a wide variety of comprehensive regulatory programs, such as Retail Food Safety, Vector Control, Public Swimming Pool and Spa Safety, Tobacco and Cannabis Retail, Body Art (Tattoo), Abandoned Vehicles and Noise. In addition to issuing permits in several of these programs, EHD also responds to community complaints, and provides compliance education and outreach to regulated businesses and the general public.

Mental Health
The Mental Health Division provides a range of community-based mental health services to Berkeley residents. Our services are focused on individuals who have Medi-Cal and are provided in our clinics, in schools, in their homes, on the streets, and in shelters.

Public Health
The Public Health Division collaborates with community members and partners to achieve health equity and optimal health for all people in Berkeley through systems change and service provision. Our diverse staff provides family support services, emergency preparedness, youth empowerment and employment programs, health promotion/ education to support our community in navigating the social, educational, economic, and environmental impacts on health.
