Berkeley Transit-First Policy Implementation Plan

The Berkeley Transit-First Policy Implementation Plan creates a set of policies and design guidelines that provide procedures for implementation of the City’s Transit-First Policy and development of the City’s existing transit priority corridors. 

This Plan supports Berkeley’s goal of prioritizing public transit over single-occupant vehicles by improving transit efficiency, reliability, and accessibility, increasing ridership, and advancing the development of transit corridors. Designed as a stand-alone document, the Plan will later be integrated into a future update of the Berkeley Strategic Transportation (BeST) Plan. It includes:

  • Existing transit policies and best practices
  • Recommended City transit policies and design guidelines
  • Prioritization strategies for transit corridor studies

The Plan was developed with input from a Technical Advisory Committee (TAC) and the Transportation and Infrastructure Commission (TIC). Feedback from these groups was incorporated into the final Plan, which was approved by the City Council on March 21, 2023.
