Housing Retention Program
Apply for financial assistance and research eligibility requirements if you’re at risk of losing housing.
If you’re at risk of losing housing due to non-payment of rent or any other fees owed to your landlord, you can apply for grants if you meet eligibility criteria. Submitting an application does not guarantee financial assistance. Application approval requires that each program requirement be met and supporting verifiable documentation is provided.
Housing retention program grant
The Housing Retention Program provides grants of up to $10,000 to Berkeley renters facing eviction. If you've fallen behind on rent due to a job loss, medical bills, or another hardship, you may qualify for help to stay in your home.
This program is for people with a current lease needing short-term assistance. If you are seeking long-term affordable housing, please see Affordable Housing Resources. If you are a homeowner facing foreclosure, please contact your lender.
Eligibility:
- You are a Berkeley resident or Berkeley Shelter Plus Care Participant
- You have a signed rental agreement
- You have received a “Pay or Quit” or Unlawful Detainer Notice from your Landlord
- Your monthly income can cover ongoing rental expenses if back rent is paid
- The grant amount would prevent your eviction
- Must have a household income at 50% or below the Area Median Income
Must meet AT LEAST ONE of these (the reason for your hardship):
- Loss or reduction of income
- Unexpected medical or disability expenses
- Fleeing domestic violence
- Work-related vehicle expense required to keep your job
- Another significant unexpected expense (reviewed case by case)

The Housing Retention Program is administered on the City's behalf by the Eviction Defense Center (EDC). To apply, call: (510) 452-4541
Leave a voicemail with your name, phone number, and that you're a Berkeley resident seeking housing assistance. An EDC staff member will call you back as soon as possible to check your eligibility.
Applications do not guarantee assistance. Approval requires meeting all eligibility requirements and providing supporting documents.
What to gather before you call:
- Photo ID for everyone in your household over 18
- Proof of current income (pay stubs, benefit letters, etc.)
- Your lease or rental agreement
- Your eviction notice (must be dated this month)
- Documents showing your hardship (medical bills, termination letter, etc.)
The EDC Intake Specialist will let you know if anything else is needed.
