Corridors Zoning Update: North Shattuck, College, and Solano Avenue

This initiative seeks to enhance housing capacity and address development barriers. The process will include consideration of regional and city-wide objectives—such as housing accessibility, historical significance, and support for existing businesses—to foster vibrant commercial corridors.

Project Overview 

To advance fair housing and address development barriers, Solano, North Shattuck, and College Avenues have been designated as priority commercial and transit corridors in the Housing Element 2023-31. The Commercial Corridor Zoning Update aims to establish a framework for augmenting housing capacity along these three corridors, with a central focus on fostering equity and inclusion opportunities.

This initiative will additionally set forth clear and objective development standards in compliance with state laws, reassessing the land uses and necessary permits in these areas to promote development along these vital corridors.

After a competitive bidding process, the City selected a consultant team led by Raimi + Associates, with partners experienced in zoning, State housing law, CEQA, and community engagement. The team has completed the Existing Conditions Report and the first community workshop, and continues to meet with stakeholders citywide. In August 2025, we hosted corridor-specific workshops and an open house to gather input on design and land use. On November 6, 2025, the City Council reviewed the draft zoning alternatives and provided direction on next steps.

The project team has prepared two development alternatives for each corridor. A video summarizing these alternatives is available below.

Project Timeline 

The planning process is projected to span approximately two years. City staff anticipates finalizing the draft objective development standards by early 2026.

Subsequently, the standards will be submitted to the Planning Commission for review and recommendation by mid-2026, followed by presentation to the City Council for review and adoption by the conclusion of 2026.
