South Cove West Parking Lot

The South Cove West Parking lot project will renovate the existing South Cove West Parking Lot and install the following improvements: 

• a durable new asphalt surfacing will cover the existing gravel / dust surfacing
• a new storm water treatment system
• new safety elements to vastly improve vehicle and pedestrian circulation and safety with new traffic islands, wheel stops, safety striping, and safety signage

The City conducted a competitive Invitation For Bid (IFB) process for the South Cove West Lot Repaving Project in March, 2025, and opened bids on March 27, 2025. The City received 6 bids, with the lowest bid almost 30% over the City’s estimate.

On May 6, 2025 City Council adopted Resolution 71,754–N.S. rejecting all bids and authorized the City Manager to direct staff to re-scope and re-bid the project to reflect available funding.

After redesigning some key components of the project, the City conducted a competitive Invitation For Bid (IFB) process in May, 2025, and the bid opening was on May 29, 2025. Seven (7) bids were received with the lowest being within the City’s budget. City staff determined the low bidder to have a responsible and responsive bid Council approved entering into a contract on July 8, 2025.

Construction will begin September 22 and will continue to the end of 2025. Lot closure information and alternative parking locations are available in the “Documents” section of this website. Signs will be posted in various locations around the South Cove area warning of the upcoming lot closure one week prior.
