PROJECT LOCATION
Claremont Ave & Claremont Blvd from Russell St to southern City limits
WHAT'S HAPPENING
The Claremont Quick Build Project will make near-term safety improvements along Claremont Avenue to create safer crossings and reduce speeding near John Muir Elementary and neighborhood destinations.
Claremont Avenue is part of Berkeley’s Vision Zero High-Injury Streets, the small percentage of City streets where a disproportionate number of people are killed or severely injured. Since 2013, there have been 46 reported collisions, with more than one-third involving people walking or biking.
To address these issues, the Vision Zero Program is installing quick, low-cost treatments such as high-visibility crosswalks, daylighting at intersections, hardened centerlines, and upgraded school-zone markings. These improvements are based on collision data and best-practice design guidance, allowing the City to test solutions ahead of future repaving and long-term redesign.
This project supports the City’s Vision Zero goal to eliminate traffic deaths and severe injuries.
Quick-Build
What is a "quick-build" project?
This is the definition from the California Active Transportation Program (ATP):
Quick-Build projects are interim capital improvement projects that further the goals of the ATP. These projects do require minor construction activities but are built with durable, low to moderate cost materials, and typically last up to five years. Quick-build projects provide design flexibility to anticipate adjustments and fine-tuning for permanent enhancements. Quick-Build projects are quick installations that the community can experience and provide feedback while staff test and refine traffic safety enhancements before permanent changes are determined.
Quick-Build projects collect data to inform designers of the approach for future permanent projects. If the Quick-Build project is successful, it can later be made permanent with longer lasting materials, such as concrete curbs, until capital upgrades are possible. If it is not successful, it can be easily deconstructed.
Project Timeline
As of October 2025, the project schedule is as follows:
- Fall 2025 – data collection, engineering feasibility, feedback from Fire, Police, and AC Transit, developing cost estimates, finalizing funding, and notifying nearby residents about planned safety improvements
- Winter 2026 – Quick Build construction
- Spring 2026 – Post-project data collection
