Conflict of Interest Reports
Commissioners, employees, and elected officials in the City of Berkeley file public reports of their personal financial interests. You can access this information as a transparency measure.
Employees and officials in designated roles are required to file public reports of their personal financial interests, such as investments, businesses, rental properties, and more. Local agencies are also required to file public reports of gifts received. You can view or request copies of these forms.
Personal financial interest reports
Many of Berkeley's officials and employees are required to file personal financial disclosure reports known as a Statement of Economic Interests (Form 700). Read the Conflict of Interest Code for a full list of who needs to file reports and what they must disclose.
The California Fair Political Practices Commission is the filing officer for all 87200 filer positions (Mayor, City Councilmembers, City Manager, City Attorney, Finance Director, Planning Commission Members, Zoning Adjustments Board Members, and Alternate Commissioners). Effective January 1, 2025 all Statements of Economic Interests for these positions are filed directly with the State of California. You can view some of these submitted forms online through the State website or request copies by contacting the State at Form700@fppc.ca.gov or 1 (866) 275-3772.
For submitted forms for non-87200 filer positions, you can request copies from the City.
Gifts to agencies
The City of Berkeley must also file a Gifts to Public Agencies (Form 801) report when receiving gifts from a third party. Examples of gifts that might be reported include payment of an official’s travel expenses or a gift to an official that is accepted on behalf of the agency. There are no current Form 801 reports at this time.
