Mass Mailings
Anyone sending out mass mailings of election-related materials to over 200 addresses must file with the City Clerk.
Mass mailings of over 200 identical, or nearly identical, pieces of election-related mail need to be filed with the City of Berkeley. This requirement applies to all committees, candidates, officeholders, individuals or organizations who spend $250 or more supporting or opposing a candidate or ballot measure.
File mass mailings
You can meet your filing requirement by filing the below documents with the City Clerk Department:
- Mass Mailing Certification Form
- Three copies of the mass mailing
You can hand-deliver these documents to the City Clerk Department within one day of your mailing, or mail them to the City Clerk Department when you send your mailing.
Read more about Berkeley’s requirements in the Campaign Filing Manual. The State of California has additional regulations about mass mailings and advertisements. Visit the Fair Political Practices Commission website for more information about State requirements.
