Mass Mailings

Anyone sending out mass mailings of election-related materials to over 200 addresses must file with the City Clerk.

Mass mailings of over 200 identical, or nearly identical, pieces of election-related mail need to be filed with the City of Berkeley. This requirement applies to all committees, candidates, officeholders, individuals or organizations who spend $250 or more supporting  or opposing a candidate or ballot measure.

File mass mailings

You can meet your filing requirement by filing the below documents with the City Clerk Department:

  • Mass Mailing Certification Form
  • Three copies of the mass mailing

You can hand-deliver these documents to the City Clerk Department within one day of your mailing, or mail them to the City Clerk Department when you send your mailing.
