Establishes policy in the area of labor by preparing reports, developing information and referral services, observing and reviewing labor disputes, and promoting equal rights. Desirable criteria for appointment: Membership in labor organizations, or to reflect affirmative action guidelines.
Advises the Council and the School Board on issues of peace and social justice. Creates citizen awareness and develops educational programs. Total membership is fifteen. Each Councilmember and School Director makes one appointment.

Reviews legislation relating to investment policy, budget development, revenue development, expenditures, fiscal planning and policy, taxes and fees, and large-scale fiscal investments.
Reviews legislation relating to: streets, sidewalks, public space; parks; traffic safety; bikes, pedestrians, transit; capital improvements; facilities and infrastructure; technology infrastructure/security; maintenance; zero waste; Climate Action Plan; sustainability; and energy and water conservation.
Approves or denies permits related to the use and development of land in Berkeley.
Advises the City Council on matters relating to environmental sustainability and climate change.
