NOTE: Representation Unit Z-1 consists of Executive Management and Confidential classifications including Department Heads. All of the classifications in Representation Unit Z-1, (with the exception of the City Manager and City Auditor who have a flat rate salary) have salary ranges without steps and the City Manager is authorized to fix the salary rate at any point within the established salary range. Salary advancement through the range is based on merit.
